Addressing Concentration in Food Supply Chains
Concentration in the agrifood sector has been increasing over the past few years. Commodity buyers, food processors and retailers occupy strategic positions in the global food chains. If left unchecked, their power may lead to depress prices that food producers at the bottom of those chains receive for their produce, with sometimes tragic consequences for small-scale farmers and agricultural workers.
In this new briefing note, the UN Special Rapporteur on the Right to Food explores how the creation and abuse of dominant buyer power by global agribusiness firms can be addressed in competition law, and how developed and developing States can work together in this way.

La concentration dans le secteur de l’agro-alimentaire a progressé au cours des dernières années. Acheteurs de matières premières agricoles, transformateurs et distributeurs occupent une position stratégique dans les chaînes mondiales d’approvisionnement. A moins d’être contrôlé, leur pouvoir sur le marché peut conduire à réduire les prix que les producteurs perçoivent pour leurs produits, avec des conséquences parfois dramatiques pour les plus petits agriculteurs et les ouvriers agricoles.
Dans cette nouvelle note d’information, le Rapporteur spécial de l’ONU sur le droit à l’alimentation montre comment le droit de la concurrence peut contrer la création et l’abus de position dominante, et comment les pays du Nord et du Sud peuvent collaborer pour avancer dans cette direction.
Cancun Climate Change Conference
In a public statement issued on Monday 29 November - the opening day of the United Nations Climate Change Conference in Cancún, Mexico - Olivier De Schutter urged negotiators to consider climate and agricultural policies together to effectively address climate change and its disastrous impact on the right to food.
Stressing the important role played by agriculture in the emission of greenhouse gas emissions, he called for a ’Green Marshall Plan for Agriculture’ to encourage global transition to low-carbon ways of producing food, focused on the needs of vulnerable rural communities and small-holder farmers.

Conférence climatique de Cancun
Le 29 novembre, à l’occasion de l’ouverture de la Conférence des Nations Unies sur le Changement Climatique à Cancún (Mexique), Olivier De Schutter a exhorté les négociateurs à aborder de front les politiques climatiques et agricoles afin de lutter efficacement contre le changement climatique et réduire son impact désastreux sur le droit à l’alimentation.
Soulignant le rôle important joué par l’agriculture dans les émissions de gaz à effet de serre, il a plaidé pour la mise en place d’un « Plan Marshall Vert » pour l’agriculture afin d’encourager la transition mondiale vers une production alimentaire pauvre en carbone, tournée vers les besoins des communautés rurales vulnérables et des petits exploitants.
